In order to hear your voice through the speakers, you need to turn on the 'Monitoring' feature in Windows.

I Cannot Hear Sound From Speakers
Hello,I have a pair of Boston CR67 speakers, these are connected to a cambridge audio Azur 340A amplifier and then to my computer via an RCA-Jack connector. I can hear the radio through the left speaker and it's driving me crazy, it's not a problem when there's music playing but any other time I hear this constant radio noise and I can definitely tell when they are speaking, what music it is. I then double click on 'Line In', click on the 'Listen' tab, and click on 'Listen to this device' - but I don't hear anything. Clicking on the speaker icon i select playback devices, and right click on speakers (I tried the same thing with headphones), and click 'test' I hear the test sound.

Most sound cards have at least one line-out port to connect speakers and a line-in port where you can connect an audio input device.
Sorry it's not a latency isse in mixcraft, it's the playback of line-in through the speakers of the computer. However in mixcraft I have always had that I record and then I have to drag back the whole track a beat (and sometimes just bring it back and forth here and there throughout the track) to get it on beat.
However, the line-in connection to your sound card is muted by default. This means that if you plug an audio device into this port, it will not produce any sound on your computer until you enable sound for the line-in connection.
